Our Story

NTUC Foodfare was founded in 1995 to help moderate prices of cooked food amidst profiteering in Singapore during the introduction of GST.

With the formation of FairPrice Group, the organisation now operates as a Business-to-Business (B2B) brand with two divisions: Institutional Catering Management and the Food Manufacturing Division.

Each division serves different market segments, but all share the same goal—to provide affordable, tasty, and healthier food products for all.

Our Milestones

1995 - 2009

A Purpose-Driven Beginning

Founded in 1995 to stabilise food prices during GST, Foodfare started with affordable hawker stalls and launched Institutional Catering for the SAF in 1997.

Over the years, we achieved food safety excellence, trained over 3,000 inmates under the Yellow Ribbon Programme, introduced the $1.40 NTUC Breakfast Set, and piloted Rice Garden to support low-income communities.

2010 - 2019

Growing with Impact

From 2010, Foodfare expanded its reach with NTUC Value Meals and the One Million Plates initiative, earning national awards and recognition.

In 2016, we moved into a new HQ with a central kitchen, bakery, and training facilities. That same year, we launched Singapore’s first diabetic-friendly ready meals. This was followed by our integration with Kopitiam under FairPrice Group in 2019, marking our evolution into a Business-to-Business model.

2019 - Present

Strategic Business Expansion

We have significantly expanded our institutional catering footprint across the healthcare and childcare sectors. Today, we serve over 20 million meals annually. This growth is supported by a near doubling of our kitchen capacity to meet rising demand and future expansion.

We maintain a strong long standing partnership with FairPrice and Cheers. We oversee the production of trusted house brands such as Golden Chef and Treats. We also handle the full end to end production of our own brand Home Flavours from recipe development and manufacturing to supplying finished products to FairPrice.

Our HSE team regularly reviews audit findings, feedback and microbiological tests by conducting data trend analysis to enhance food safety processes and exceed regulatory requirements.
